About the Role
You will lead strategic planning, policy development, and operations for standard contract management. You will serve as Contracting Officer for standard contracts with utilities, oversee nuclear waste fund activities and waste acceptance planning, coordinate settlements and claims, and direct staff, goals, priorities, and policies.
Requirements
- Be a U.S. Citizen or National.
- Complete a one-year SES probationary period unless already completed.
- Complete a Declaration for Federal Employment.
- Register with the Selective Service System or qualify for an exemption, if applicable.
- Pass pre-employment and random drug tests.
- File a Confidential Financial Disclosure Report OGE-278 within 30 days of appointment and annually.
- Obtain and maintain the required security clearance.
- Demonstrate experience managing or directing work related to the Nuclear Waste Policy Act, Standard Contract for Disposal of Spent Nuclear Fuel and/or High-Level Radioactive Waste, Nuclear Waste Fund fee determinations, and related claims or disputes.
- Demonstrate experience managing or directing spent nuclear fuel and high-level radioactive waste disposition, consent-based siting, interim storage development, and complex government contracts with nuclear utilities and waste generators.
- Demonstrate the five Executive Core Qualifications: commitment to the rule of law, driving efficiency, merit and competence, leading people, and achieving results.
- Submit a resume of no more than two pages demonstrating the technical and executive qualifications.
Responsibilities
- Provide leadership for strategic planning, policy development, and direction of the Office of Standard Contract Management.
- Coordinate with other departmental staff offices.
- Plan and direct work operations, goals, priorities, objectives, and operating policies.
- Develop long- and short-range plans, goals, and projects.
- Recommend program changes and policies to improve operations and meet regulatory deadlines.
- Develop projections for spent fuel discharges and storage requirements.
- Serve as Contracting Officer for standard contracts with utilities.
- Coordinate Standard Contract issues, utility settlement negotiations, cost-claim reviews, and agreement terms with legal counsel.
- Manage Nuclear Waste Fund activities, including the investment portfolio, fee adequacy analysis, life-cycle cost estimates, fee verification, and fee projections.
- Oversee waste acceptance planning, documentation, verification planning, and acceptance criteria.
